What American universities can I get into?

I haven't taken the SATs yet because I'm not sure it's worth it if I won't be able to get into a good university. I live in Canada. Also, I'm not well-off financially at all so that's another issue.

Some background:
-Averages: Grade 9 (93%), Grade 10 (93%), Grade 11 (90%), Grade 12 (expecting ~95%)
-President of Athletic Council
-Secretary of Literacy Council
-Founder and President of Teen Help Club
-Member of Drama Council
-Captain of Soccer team
-Captain of Baseball team
-Member of school sports: soccer, baseball, badminton, ultimate frisbee
-President of the Increase the Peace Committee
-Chair of the Youth Cabinet for my city
-Was the Youth Councillor for a term in my city (first female)
-Received countless awards, including some presented by the province of Ontario (where I live)
-I have a lot of work experience (working since I was 14); got a great summer job at summer camp with my city
-Writing a book that (hopefully) will be published. I have the support of a local charity that I will be donating all of the proceeds to.
-I have 200+ volunteer hours
-I am a Student Ambassador and Leader for a Teen Help Line.

Etc...

My goals: to get a BA in Psychology, BA in Philosophy and either 1) go to law school 2) get my MBA 3) go to graduate school for psychology

Any tips would be great!

1. I'd say with that experience the only thing you just about haven't managed is becoming the next Messiah

2. I would say definitely take the ACT or SAT because your background is amazing. If you look and try hard enough you could definitely get financial aid and even better a scholarship. It all depends on if you want it enough, I believe you could get into a really good school but SAT/ACT matter a lot if your looking into normal colleges, you would definitely do well if looking into liberal arts colleges if you turn out not so string in ACT/SAT. Also are you a minority of any kind...that would help with scholarships.
